Following a power blackout across the Pacific Northwest, Vice Chairman Walters ordered a meeting with other officials at the Pentagon. Discussing the problem, many announced what wasn't the trigger of the energy surge, thus leaving Walters no choice but to have Doctor Ivo Robotnik investigate the anomaly.[1]

After the reveal of Robotnik wanting to use the power of what caused the energy surge, a being named Sonic the Hedgehog, for world domination, and his defeat, Walters visited the Wachowski Residence, where Sonic resides, and thanked the residents with a $50 gift card for Olive Garden. Walters also asked if he could speak to Sonic, but was blocked by a closing door.[1]
Guardian Units of Nations[]

After the events regarding Sonic and Robotnik, Walters reorganized the Guardian Units of Nations, an international organization affiliated with the military to fight against potential alien threats. Eight months after the events in San Francisco, Walters had the task force trap Sonic and his partner Tails as part of "Operation: Catfish", and later fought against a powered Doctor Eggman in Green Hills.[2]
